You should always look to hire a consultant in their field of expertise, which means knowing exactly what you need before starting your search. All of the above reasons are extremely important, so look at the consultant's contact as a bonus rather than the main reason for hiring them. If you are a consultant yourself always make sure that you meet new people, expanding your contacts and knowing exactly where to go to help you client as best you can.
